Plan Comparison

Stop Guessing. Start Comparing.

Health insurance is one of the most important financial decisions you make — yet most people choose a plan based on the monthly premium alone. That's a mistake. A low-premium plan with a $7,000 deductible can cost you far more out of pocket than a slightly higher premium with a $1,500 deductible.

At Comp Matters Inc., we break down the full cost picture — premiums, deductibles, copays, networks, out-of-pocket maximums — so you can make an informed decision. Whether you're self-employed, between jobs, or a small business looking to offer employee benefits, we're here to help.

We work with multiple carriers and have access to both marketplace (ACA) plans and off-marketplace options — giving you a complete view of what's available in New York.

What We Compare When Reviewing Plans

  • Monthly premium vs. total annual cost
  • Deductible — individual & family
  • Copays & coinsurance percentages
  • Out-of-pocket maximum limits
  • In-network doctor & hospital access
  • Prescription drug formulary coverage
  • HSA compatibility (High Deductible Plans)
  • ACA subsidy eligibility & tax credits

Health Insurance FAQ

What's the difference between an HMO and a PPO in New York?
An HMO (Health Maintenance Organization) requires you to use in-network providers and generally requires a referral to see a specialist. A PPO (Preferred Provider Organization) gives you more flexibility — you can see out-of-network providers, usually without a referral, though at higher cost. On New York, network access varies significantly between plans — we check which plans include your preferred doctors and hospitals before recommending anything.
Do I qualify for a subsidy (tax credit) on the ACA marketplace?
Subsidies are based on your household income relative to the Federal Poverty Level. In 2024, enhanced subsidies under the Inflation Reduction Act made marketplace plans more affordable for more people — even some middle-income households qualify. We'll run the numbers for your specific situation to see what you're eligible for before you choose a plan.
Can I get health insurance outside of open enrollment?
Yes, if you qualify for a Special Enrollment Period (SEP). Qualifying life events include losing other coverage (like a job), getting married, having a baby, moving, or income changes. New York also has a Basic Health Program (Essential Plan) available year-round for lower-income residents. We'll help you determine if you qualify and get you enrolled quickly.
Why is health insurance so expensive in New York?
New York has some of the highest healthcare costs in the country — driven by high provider rates, hospital system consolidation, and the cost of living. This makes plan selection especially important: small differences in deductibles and out-of-pocket maximums can mean thousands of dollars in real costs. Working with an independent agent who can compare all available carriers is the best way to find value in this market.
Should I offer health insurance to my employees?
In New York, businesses with fewer than 50 full-time employees are not required to offer health insurance — but many choose to as a competitive benefit. Small group plans often have better rates than individual marketplace plans, and employer contributions may be tax-deductible. We'll help you analyze the cost vs. the recruitment and retention value for your specific business.
